As a result, policymakers and international partners began advocating for a more comprehensive regional framework. Launch of the 2026 Migrant Response Plan In early 2026, the International Organization for Migration (IOM), together with United Nations partners and regional governments, launched the 2026 Regional Migrant Response Plan (MRP) covering the Horn of Africa, Yemen, and Southern Africa. The plan introduces several key changes in approach: 	•	Route-Based Coordination: Instead of addressing migration at isolated national levels, governments and humanitarian actors are now coordinating interventions along the entire migration corridor — from Ethiopia through East Africa and onward to Southern Africa. 	•	Integrated Humanitarian and Development Programming: The strategy combines emergency assistance with longer-term initiatives aimed at strengthening livelihoods, economic resilience, and community stability in areas of origin and transit. 	•	Improved Data and Regional Cooperation: Enhanced information-sharing systems and joint planning mechanisms are intended to close protection gaps and better support vulnerable groups, including women and unaccompanied minors. 	•	Voluntary Return and Reintegration Support: The plan also expands assistance for migrants who choose to return to their countries of origin, offering reintegration programs designed to reduce the likelihood of repeated irregular migration. Addressing Root Causes Officials involved in the initiative emphasize that the new strategy does not aim solely to restrict movement but to reduce the humanitarian consequences of irregular migration while tackling underlying drivers.
